Juneau says masks mandatory, $25 penalty

The Juneau Assembly mandated face masks be worn in all public places. The mandate, effective immediately, will expire in 90 days if not renewed as an emergency ordinance by the Assembly.

Examples of places where people are now required to wear a mask in Juneau include:

  • Grocery stores, pharmacies, and all other retail stores.
  • Restaurants, cafes, bars, and breweries – including food preparation, carry-out, and delivery food operations. There is a limited exception for customers while they are eating or drinking in one of these settings.
  • Buses, taxis, and other forms of public transportation when passengers are present.
  • Personal care facilities.
  • Child care facilities.
  • Communal areas of offices where people from multiple households are present.
  • Elevators and indoor communal spaces in other buildings.

The penalty for violating the ordinance is a civil fine of no more than $25. Any individual who’s issued a ticket and believe the ticket is issued in error can submit an appeal, similar to appealing a parking ticket.

Exceptions include:

  • Any child under the age of 2 years. These very young children should not wear a face covering because of the risk of suffocation;
  • Any child under the age of 12 years unless a parent or caregiver supervises the use of face coverings by the child to avoid misuse;
  • Any child in a child care or day camp setting, although such settings may provide their own requirement for use for children age 2 years old or older;
  • Any individual for whom wearing a mask or cloth face covering would be contrary to his or her health or safety because of a medical condition or mental health condition, and any individual unable to tolerate a mask due to a physical or mental disability;
  • Individuals who are speech impaired, deaf, or hard of hearing, or individuals communicating with someone who is deaf or hard of hearing, where facial or mouth movements are an integral part of communication;
  • Any individual who has trouble breathing or otherwise unable to remove the face covering without assistance;

Before the ordinance, Juneau required masks in several public facilities, like the public libraries, pool, and on Capital Transit. Businesses also required masks, although not every business did so.

The Juneau School District last week also requires masks or similar facial coverings for all persons on Juneau School District grounds, at District facilities, or at District sponsored events.

This school property mandate covers people of all ages, from infants on through elderly, without exceptions, except ones granted by the Superintendent.

  1. Penalty is unenforceable. Glad I don’t live in Juneau. Your City Council are little Dictators. Move the Capital out of Juneau NOW.

    • Everyone says “move the Capital”, but all we really need is to move the legislative session out of Juneau. I don’t care where the Capital is as long as the State Legislature is somewhere they can be easily accessed.

        Most Local Government meetings are easily accessed, like the Anchorage Assembly for example, and yet where are the hordes attending these august gatherings?

    • You will be dragged thru the citation system too… for a measly $25 bucks these jokers in Juneau need a firm slap in the face with a law suit from our Governor if he only could honor his oath!

    Fight back.
    Hold mass, mask-less rallies.
    Refuse to wear masks.
    Refuse to pay the fine.
    Demand jury trials.
    Learn all about, and be ready to invoke, jury nullification.

  4. I ventured out today to see what the rules where stating. Masks required signs with small print below listing the exceptions. I wore a mask (which I’m highly against) as I didn’t want to cause stress and trouble for employees at the stores I visited. I’ll do this for awhile, but masks really do cause my eyes to burn from the warm air escaping out the top and breathing in cotton fibers does not help my asthma. The limit is 90 days but you know it will go on longer (at least through the election)..

    Huh? I can’t hear you. I’m exempt. See anything wrong here? Kids are exempt. Ever wonder how community spread of colds and flu occurs? Kids, with their touchy, no handwashing habits, being among hundreds of other kids doing the same, are likely unintentional culprits, among others. Masks are nothing but a useless placebo against any virus. To be effective, the entire body needs to be ‘masked’ in a suit with positive air pressure and a separate supply of air. Eyes and all. Otherwise, one is ‘spitting into the wind’. Ineffective.
    It’s all a little power trip that could turn into a big one. Wuhan v needs to run it’s course, not ruin Alaska and the rest of America. All the hype, ‘vaccines’ that will never work, and the big one, “Control”, over you and everything you do or say, is the goal of the leftist democrat iconoclasts.

  6. I’d love to see the “science” JUNEAU is using to “enforce” this mandate. A simple CO2 air quality device placed under the mask of an individual will immediately show the numbers and how detrimental it is to be breathing back in one’s own carbon dioxide. No city or person should ever force someone else to potentially harm their own body. Where are all the people normally screaming “my body my choice” now?

    • Jane, would you like to see science in action? Try Googling “CDC Springfield.” Go to the study summary by MJ Hendrix. A real-life event that was 100% effective in preventing transmission of the virus. People who owned that business protected their customers and staff. They also opened right back up after what WOULD have been a super-spreader situation.

    I am unable to feel safe and healthy behind a mask and cannot wear one. That right cannot be violated.

  8. Hey Mayor, Are the limits in the Alaska state constitution still in place that lists the only powers granted the state for a guaranteed republican form of government? As the states and US constitution limits its power legally.

    Suggestions are not statutory laws set in place by the Alaskan legislature. How do you propose to fine or hold supposed violators accountable?

  9. Does it really help if everyone puts their masks on when they go in the store and takes them off the second they walk out the door? Asking for a friend.
