Alleged shooter on Government Hill was a ‘model parolee’ who testified for Alaska Democrat lawmakers

Democrat former House Rep. Geran Tarr invited Trevor Stefano, a convicted murderer, to speak in 2022 at a panel she organized that was focused on improving public safety.

Today, Stefano is cooling his heels in a hospital bed as he awaits justice for shooting a man in the Government Hill neighborhood of Anchorage on Wednesday. Police stopped him as he was actively shooting a lawyer at his home. There is some indication that Stefano had worked for the lawyer as a paralegal. Stefano has a court record that is disturbing in that he has also been accused of domestic violence, after he was released from prison, where he only served 12 years for murder.

But Tarr wasn’t the only Democrat who brought Stefano into the Legislature as an example of how prisoners can be reformed. Stefano has been the star witness for other Democrats, such as Sen. Loki Tobin.

In 2024, Fairbanks Sen. Scott Kawasaki held a hearing featuring Sen. Tobin speaking about her bill to reform the Alaska Parole Board and make it easier for violent offenders to be released.

Tobin brought with her the ACLU, and arranged for two paroled violent offenders to testify. One of those offenders was Stefano.

Stefano is still technically on parole, while he is being treated for gunshot wounds delivered by the responding Anchorage Police officer, a cop who Police Chief Sean Case said acted heroically to save another life. He has an Eagle River address, which means that his senator is Sen. Kelly Merrick, who has put the Democrats in power in the Senate by joining their coalition.

  1. Why should Alaska dept. of corrections waste so much time and resources determining if a prisoner is eligible for parole when President Joe Biden pardons 8000+prisoners at the drop of a hat right before exiting the oval office?
    That is similar to flushing hazardous material into an large ocean hoping that the fish will not be harmed by his ignorance and leaving the resulting harm to his replacement and the victims to handle his sewage.

    Or as SB91 proved it was cheaper to just let them go without incarceration that cost too much….until they realized the after effects of their ignorant decisions.

  2. Will these reps be using this accomplishment during their reelection campaign?
    Will voters be reminded of it?
    Hopefully MRAK will be around to at least remind its readers of their “skeletons” in the closet.

    • So often, supposed reformed parolees are show cased as examples of criminal justice reform. And I’m happy for those who are a success. But there is another form of success the parole system provides which is over looked and ignored by liberal corrections officials. And that is the initiation of successful & aggressive parole revocation proceedings, as in accused of domestic violence. Only reasonable cause is needed to revoke parole. That it is more likely than not that, for instance, that domestic violence occurred. Though a conviction is easier as evidence a parole violation occurred, it is not required to wait for the conviction to pursue revocation if the basic evidence is there, holding the offender in custody in the meantime. Aggressive parole supervision is possible but it must be supported by the Corrections agency & management for it to occur.

      I know this because I worked in Parole & Corrections for over 20 years. Parole revocation & return to prison is a success, not a failure of the system even though politicians & social workers don’t like to portray it that way.

      But to work, it requires a willingness by the Corrections agency to pursue violations, where there is evidence they occurred, aggressively (including witness subpoena’s) & hold people in custody on parole holds pending the revocation hearing.

      Parole violation arrests & in custody revocation hearings are not a failure, rather evidence of successful parole supervision supported by the Dept of Corrections & staff.

    Understand Stand Your Ground Laws and Castle Doctrine laws.

  4. Alaskans elected 11 Republicans to our Senate in 2022 & 2024.
    Cathy Giessel immediately joined the 9 Democrats to prevent any Republican organization from forming in 2022. Merrick joined the Democrats after it had more than 12 members.

    Giessel remains the key senator ensuring the continuation of the Democrats dominated caucus in 2025.
